The Multilateral Sanctions Monitoring Team (MSMT), a coalition comprising Australia, Canada, France, Germany, Italy, Japan, the Netherlands, New Zealand, the Republic of Korea, the United Kingdom, and the United States, today released its inaugural report on the implementation of United Nations sanctions on the Democratic People’s Republic of Korea (DPRK).
Established in October 2024 following the disbandment of the UN Security Council’s 1718 Committee Panel of Experts, MSMT aims to address the resulting monitoring gap. The Panel’s disbandment followed a Russian veto in March 2024.
The report highlights ongoing DPRK-Russia military cooperation, including arms transfers and Russian training of North Korean troops. It draws on inputs from participating governments and open-source intelligence providers and documents multiple sanctions violations and evasion tactics.
MSMT reaffirmed its commitment to the full implementation of UN Security Council resolutions (UNSCRs) related to the DPRK and emphasized the importance of restoring the Panel of Experts to its full, pre-disbandment function.
The participating states urged the DPRK to pursue meaningful diplomacy and called on the international community to uphold UNSCRs to counter illicit activities threatening global peace and security.
