BIS: Comments Sought on SNAP-R Form

The Bureau of Industry and Security (BIS) oversees the administration of this authority via the Export Administration Regulations (EAR). The BIS manages a system that controls the export, re-export, and in-country transfer as per the EAR.

As a part of this responsibility, the BIS mandates parties looking to conduct certain transactions to apply for licenses, submit Encryption Review Requests, or notify the BIS.

The BIS also provides classification for various items under EAR upon request.   

All export and reexport license applications, License Exception AGR notifications, requests to authorize use of License Exception STA for “600 series” end items (which are currently submitted as export license applications) and classification requests and their accompanying documents must be filed via BIS’s Simplified Network Application Processing system (SNAP-R)

We are currently seeking public feedback to allow the Department/Bureau to perform the following actions:

a) Evaluate if the proposed information collection is critical for the proper functioning of the Department, specifically whether the gathered information will have practical application.

b) Assess the accuracy of our estimate of the time and cost burden associated with this proposed collection, including the validity of the used methodology and assumptions.

c) Determine ways to improve the quality, utility, and clarity of the information to be collected.

d) Minimize the reporting burden on the respondents, potentially using automated collection techniques or other forms of information technology.

We welcome and encourage public input on these matters as it will help us refine our processes, improve the efficiency and efficacy of our operations, and better serve our mission to maintain national security and foreign policy objectives.
