The U.S. Department of Commerce’s Bureau of Industry and Security (BIS) published a final rule in the Federal Register amending the Export Administration Regulations (EAR) to add 18 foreign entities to the Unverified List (UVL) and remove five previously listed parties.
The UVL identifies foreign persons involved in transactions subject to the EAR whose bona fides could not be confirmed through end-use checks. Such verifications are critical in preventing unauthorized use or diversion of sensitive U.S.-origin goods and technologies.
The 18 newly listed entities are located across six jurisdictions:
China (5): Arctic Star Co., Ltd.; Henixio Aviation Co., Ltd.; Shusum Construction Ltd.; Sino-World International Co., Ltd.; Vauxhall International Co., Ltd.
Finland (6): Buran TMI; Finland Multi Center FMC OY; Finnalliance OY; Inmargo OY; Karjalan Puutyo; MM Cargo OY
Türkiye (3): Bagil Havacilik; Basak Traktor; Ozkanlar Grup Makine AS
Kazakhstan (2): EltexAlatau; Inter-Traid Electro
Italy (1): Euro Servizi Elettromeccanici Industriali S.E.I.
United Kingdom (1): Identiparts Ltd.
Entities are added to the UVL when BIS is unable to verify their reliability due to reasons such as unresponsiveness, failure to facilitate inspections, or inability to produce relevant records or equipment.
Five parties have been removed:
China (3): Bada Group Hong Kong Corporation, Limited; PNC Systems (Jiangsu) Co., Ltd.; and Small Leopard Electronics Co., Ltd. (moved to the Entity List).
United Arab Emirates (2): Lavender General Trading; Sea Prince Logistics LLC
The removals were based on successful end-use verifications or administrative updates to reflect Entity List designations.
Parties listed on the UVL are subject to export restrictions, including:
Suspension of license exceptions under § 740.2(a)(17)
Requirement to obtain and maintain UVL statements under § 744.15(b)
Mandatory filing of Electronic Export Information (EEI) in AES for all relevant transactions under § 758.1(b)(8)
