China Committee Deep Seek Report

Chairman John Moolenaar (R-MI) and Ranking Member Raja Krishnamoorthi (D-IL) of the House Select Committee on the Chinese Communist Party today released a report identifying DeepSeek, a Chinese AI platform, as a direct threat to U.S. national security.

The report—DeepSeek Unmasked: Exposing the CCP’s Latest Tool For Spying, Stealing, and Subverting U.S. Export Control Restrictions—alleges DeepSeek:

  • Transmits U.S. user data to China via unsecured networks;

  • Alters content to align with CCP propaganda, censoring over 85% of references to democracy, Taiwan, and human rights;

  • Was trained using unlawfully acquired U.S. AI models;

  • Operates using over 60,000 Nvidia chips, including models restricted by U.S. export controls.

DeepSeek is reportedly controlled by CCP-linked executive Lian Wenfang and integrated with surveillance firms including ByteDance, Baidu, Tencent, and China Mobile.

The Committee also cites evidence that Nvidia CEO Jensen Huang directed the company to design modified chips to circumvent October 2023 export restrictions. In response, the Committee has sent a formal letter to Nvidia seeking details on chip sales to China and Southeast Asia.

Chairman Moolenaar stated: “DeepSeek isn’t just an AI app — it’s a CCP weapon to spy, steal, and subvert U.S. law. We will hold accountable any firm enabling this threat.”
