China Sanctions Report: Weak Leverage, No Winners

Posted

In the event conflict with China warrents further sanctions, the U.S. may find its leverage weaker than desired, according to a new report from the Center for a New American Security (CNAS).

No Winners in This Game: Assessing the U.S. Playbook for Sanctioning China by Emily Kilcrease illuminates the severe constraints on U.S. sanctioning capabilities, particularly if the United States attempts to act unilaterally without key partners.

As part of the report, CNAS ran a newly developed economic statecraft game assessing how the United States, China, and other international actors may use sanctions in the run-up to a potential conflict over Taiwan.

The report offers an initial assessment of where the United States can exploit its leverage in the economic domain, with the troubling assessment that U.S.leverage is weaker than may be desired. "While there may be high-level political alignment, it is less certain that sanctions packages from U.S partners will match the U.S. approach in scope and severity," the authors write.
