Chips R&D Promotion Bill Proposed

House Select Committee on China Chairman John Moolenaar (R-Mich) and ranking Democrat Raja Krishnamoorthi (Ill) unveiled bipartisan legislation yesterday to boost US semiconductor research and development in order to compete against China’s attempt to dominate the industry.

The Semiconductor Technology Advancement and Research Act would create an investment tax credit for semiconductor design expenditures.

The bill would provide a 25 percent tax credit for semiconductor design research and development expenditures.

“This legislation will help America’s tech sector maintain its leading role and ensure our national security is protected. Our country is the best in the world in semiconductor innovation, and today’s bill will help level the playing field for American companies competing against the Chinese Communist Party’s state subsidies and theft of American intellectual property,” Chairman Moolenaar said.

House Foreign Affairs Committee Chairman Michael McCaul (R-Texas) is cosponsoring the bill, along with Reps. Blake Moore (R-Utah), Suzan DelBene (D-Wash), Doris Matsui (D-Calif), Claudia Tenney (R-NY), Ro Khanna (D-Calif) and Joe Morelle (D-NY).
