House China Hawks Continue Crane Refrain

Majority staff from the Homeland Security and Select China Committees released a report recapping their efforts to draw attention to the role of Chinese suppliers in U.S. Port Security.   

"The U.S. maritime sector is dangerously reliant on equipment and technology that has been produced, manufactured, assembled, or installed in the PRC, includ- ing ship-to-shore cranes, container handling equipment, and various other critical maritime infrastructure components," the report contends.

China's Shanghai Zhenhua Heavy Industry Co., Ltd. (ZPMC), the world’s largest STS crane manufacturer is an entity of particular focus of the report.   Producing nearly 80% of the STS cranes used at U.S. ports ZPMC commands 70% of the global market share.  [see 11619]

Among the solutions to address this reliance on ZPMC, the report calls for DHS to create a grant process to subsidize crane purchases from non-adverserial countries.   

The report also discusses Chinese investments in port infrastructure in the U.S., including Long Beach, Seattle, Los Angeles, Houston, and Miami.    

Home to significant Navy and Air Force assets, Guam serves as a forward operating base for the United States, playing a crucial role in monitoring and potentially countering PRC activities.

While the Port of Guam is listed as a Commercial Strategic Seaport under MARAD, the DoD does not extend the same recognition, limiting its ability to receive the same resources as other U.S. mainland Commercial Strategic Seaports.

The report notes "due to poor management from the port authority, MARAD, and DoD, Guam is unable to consistently receive grant funding, obtain strategic port status, maintain or improve its cyber security posture, and avoid the pitfalls of installing PRC-made equipment in its port."

LIDAR Bill Introduced

Separately, Select Committee Chairman John Moolenaar (R-Mich) introduced legislation to

prohibit the use of CCP-affiliated LiDAR technology by the Department of Transportation. “LIDAR is a foundational technology of the future, critical to the development of everything

from automobiles to our roads and bridges,” he said. “By prohibiting the Department of Transportation from using CCP-affiliated LiDAR technology, Congress will get ahead of yet another supply chain dependency on the CCP and reduce the Party's leverage over our industries and our country.”

The bill would prohibit Transportation from:

  •  Procuring LiDAR from a covered company.

  • Contracting with entities using LiDAR from a covered company.

  •   Providing loans or grants to entities using LiDAR from a covered company.

Covered LiDAR companies include any entity on the Consolidated Screening List, the 1260H list or that is domiciled or subject to unmitigated foreign ownership by the PRC, Iran, North Korea or Russia.
