The US Department of State is removing certain high-energy storage capacitors from the United States Munitions List (USML) as they are widely available internationally and do not provide a critical military or intelligence advantage.

The Department is also adding a 125-volt voltage criterion for the high-energy capacitors that remain on the USML. This is because certain low-voltage high-energy storage capacitor technology has progressed, and many models that exceed the existing USML control criteria no longer provide a critical military or intelligence advantage.

These lower-voltage capacitors are well understood, have been extensively integrated into commercial applications, and are widely available internationally without multilateral export restrictions.

Effective date of amendment is May 21, 2023. Send comments by May 30, 2023.
