OFAC Removes Three Russians From SDN List

OFAC’s delistings narrow the U.S. sanctions exposure of three Russian nationals previously tied to Russia’s procurement and financial networks, but the action does not amount to a global sanctions clean-up. Anton Krugovov and Tamara Topchi were originally listed for alleged roles in the Serniya network, which Treasury accused of helping Russia obtain sensitive Western technology, while Natalya Puzyrnikova was listed as part of a 2022 action targeting Russian financial-sector figures. Public sanctions sources reviewed show Puzyrnikova remains sanctioned in several allied jurisdictions, even after her U.S. delisting.
