Congress Challenges BIS on China, AI and Entity List Pace

The exchanges highlighted a fundamental policy divide. Members of both parties measured BIS’s effectiveness by the speed with which it imposed new restrictions on China and expanded the Entity List. Kessler argued that the bureau’s greatest weakness is not a shortage of authorities but a shortage of investigators, export-control officers and enforcement resources needed to make existing controls effective.
