USDA Proposes Changes to Dairy Import Licensing Rules

The proposal would update long-standing rules governing the allocation and administration of dairy tariff-rate quota import licenses, tightening compliance provisions while adjusting operational deadlines to improve quota utilization. USDA says the revisions are intended to modernize the program’s regulatory framework and ensure that unused quota allocations are returned and redistributed earlier in the year, giving importers more time to ship dairy products under the lower in-quota tariff rates.
